What it is for

TrueFuel is the measured-fuel conformance and classification surface — L2 in RiskWise. It judges whether measured loads sit under a written standard (primarily the High Plains Fuel Standard, HPFS) and never changes the WROS score.

Measured plots only — estimates are excluded by design.
Per-zone verdicts: conforming / nonconforming / provisional.
Stamps standard_version so reviewers know which rulebook produced the verdict.
Supplies the conformance block that anchors VALOR — modeled dollars do not rewrite fuel.

Provisional HPFS honesty. HPFS remains provisional pending field campaign completion for 1.0. Client-facing verdicts carry the stated version and provisional labeling where applicable.

Methodology

Upstream — Field Gauge captures plots; measured vs estimate flagged; oven-dry measured plots only qualify.
Registration — measured plots enter the client’s TrueFuel tenant (via WROS hand-off path).
Compare — engine evaluates load against HPFS zone ceilings under the stamped standard version.
Verdict — conforming (≤ ceiling), nonconforming (> ceiling), or provisional (e.g. fewer than 3 measured plots / provisional standard).
Downstream — VALOR reads conformance; WROS score remains untouched.

Per-zone fuel conformance verdicts against a stated HPFS version.
Tenant-isolated, centrally versioned record of fuel condition.
Conformance block suitable for VALOR, board packets, and diligence appendices.
