VALOR | High Plains Shield

What it is for

VALOR is the exposure and portfolio residual-risk surface — L5 in RiskWise, Owner Edition. It ranks where the next mitigation dollar buys the most residual-risk reduction, anchored to measured conformance.

Imports the WROS hand-off (including TrueFuel per-zone states when present).
Records source_vault_hash from upstream — never invents a vault hash.
Two-axis rule — standing (measured / scored) and modeled $ live on separate lines, never blended.
One-way rule — conformance anchors value; value never rewrites conformance, Field Gauge measurements, or Method 1.1.
Does not set rates — not an insurance quote, capacity commitment, or CAT packaging.

Methodology

Receive sealed/scored hand-off from WROS; adopt job_no / Z1–Z4 unchanged.

Attach TrueFuel per-zone states when available.

Map conformance state → zone effectiveness under a stated effectiveness map version (no state implies loss elimination).

Weight by operator economics (class defaults only as fallback); compute site and portfolio rollups.

Publish ranking + modeled $ views with standing kept separate; no write-back into Field Gauge, WROS, or TrueFuel.

Editions. Owner (utilities & co-ops) includes VALOR. Provider edition = Field Gauge + WROS + TrueFuel without VALOR unless the client brings Owner-side VALOR.
