What it is for

WROS (Wildfire Resilience & Operations Scoring) is the scoring and sealing brain of the RiskWise suite — L3 in the stack. Method 1.1 is frozen: Field Gauge, WROS, TrueFuel, and VALOR do not each invent a number.

Year-1 baseline honesty. Year 1 is measured baseline only — not a Current Risk Level chip. Numerical WROS score remains Method 1.1 engineering output; program CRL language applies Year 2+ from sealed comparisons.

Methodology

  1. Import Field Gauge job (job_no, zones, measured/estimate flags).
  2. Score Method 1.1 domains → point score + confidence band; sparse or estimate-heavy inputs widen the band on purpose.
  3. Run LOPA / Level guidance → residual gap and recommended work direction.
  4. Seal Evidence Vault — site ID, score + uncertainty, plot hashes, method version, operator identity, top-level vault hash.
  5. Verify offline (canonicalize, recompute SHA-256, compare to trusted reference).
  6. Handoff packages that can carry per-zone conformance blocks for TrueFuel / VALOR.
